She was former Chairman of the Texas Public Utility Commission, and currently serves as Chair of the Lower Colorado River Authority. She also chairs Power Across Texas, a non-profit focused on promoting clean, clever and competitive energy..

Jerry Patterson
Commissioner, Texas General Land Office
Born in Houston, Texas on November 15, 1946 Jerry Patterson has dedicated his life to public service. Graduating from Texas A&M, Class of 1969 and receiving his commission in the United States Marine Corps, Patterson volunteered for duty in Vietnam in 1972 and was later designated as a Naval Flight Officer and served in Marine fighter squadrons until his retirement from the Marine Corps Reserve as a Lieutenant Colonel in 1993. Five consecutive generations of Patterson’s family have served our nation in time of war. Patterson is a life member of VFW, American Legion and Vietnam Veterans of America. As state senator for District 11 (Harris, Galveston, Brazoria), Patterson’s major legislative successes include passage of the historic concealed handgun law, a constitutional amendment allowing home equity lending, the state coastal management plan and the creation of the Texas State Veterans Home Program. A tireless advocate for his fellow veterans, he chaired the first Veterans Affairs committee in
the Texas Senate and hosted the first POW/MIA day at the Texas Capitol. Patterson resides in Austin and has four children, twins Samantha and Cole, born in 2004, Emily and Travis. His daughter Emily is an attorney working in Kosovo for an agency funded by the U.S. State
Department. His son Travis is a graduate of Texas A&M, where he was commissioned as a Marine Lieutenant. He recently returned from serving his 2nd tour of duty in Iraq as a U.S. Marine attack helicopter pilot.

Phil Wilson
Senior VP of Public Affairs, Luminant
Phil Wilson is senior vice president of public affairs for Luminant, a competitive power generation
subsidiary of Energy Future Holdings Corp., formerly TXU Corp. Luminant’s activities include plant and mine operations, wholesale marketing and trading, and construction and development of new power plants. Wilson has oversight of the company’s community relations, communications, regulatory and government affairs efforts. Wilson’s accountabilities include:
• Strategically aligning legislative, communications, regulatory and community affairs
• Coordinating and developing public policy, internally and externally
• Working with external stakeholders and communities on Luminant’s key issues
Prior to joining Luminant, Wilson was the Texas secretary of state. In that position, he was the chief elections officer and the chief international protocol officer for Texas, maintaining business and public filings and acting as the governor’s chief liaison on border and Mexico affairs. He oversaw the state’s economic development and job creation initiatives on behalf of Gov. Rick Perry. As secretary, Wilson also served as the governor’s official designee on the $200 million Emerging Technology Fund and the $185 million Texas Enterprise Fund. Under his leadership, Texas leveraged more than $13 billion in capital investment to create more than 51,000 new jobs. Wilson also served as chair of the Governor’s Competitiveness Council, where he helped to identify competitive challenges for the state and make recommendations for how Texas could improve its economic position for continued, long-term success. Additionally, he served as a member of the Border Security Council, addressing critical areas for homeland security fund allocation and use. A native of Brownwood, Texas, Wilson has a long, distinguished career in Texas government, serving in key advisory roles for three statewide elected officials. He spent more than 10 years as a key aide to U.S. Senator Phil Gramm. Wilson also served as director of communications for Gov. Perry and later as his deputy chief of staff. Wilson earned a bachelor’s degree from Hardin-Simmons University in Abilene and a master’s degree in business administration from the Cox School of Business at Southern Methodist University in Dallas. He and his wife live in Austin with their son.

Representative Phil King
Chairman, Regulated Industries Committee
As State Representative for the 61st District, Phil King represents the people of Parker and Wise counties in the Texas Legislature. He has earned a reputation as a principle-driven conservative who consistently provides key leadership in passing some of Texas’ most sweeping public policy legislation. King serves as Chairman of the Regulated Industries Committee, one of the key committees in the Texas House, where he has worked to promote competition in the electricity and telecommunications markets. King co-chairs the Electric Utility Restructuring Legislative Oversight Committee, a joint committee of the Texas House and Senate, and serves on the Select Committee on Electric Generation Capacity and Environmental Effects. King also serves on the Civil Practices Committee, the Redistricting Committee, and the Select Committee on Property Tax Relief and Appraisal Reform.
Additionally, he is on the board of directors for the Tower Institute for Strategic Analysis and Action in Public Policy and the Texas Conservative Coalition, organizations that encourage the principles of economic liberty, limited government, and personal responsibility. Since his election in 1998, King has made an impact on Texas public policy. In 1999, he was named “Freshman Legislator of the Year” by his colleagues, “Rookie Legislator of the Year” by Texas Monthly, and “Crime Fighter of the Year” by the Combined Law Enforcement Associations of Texas. In his
second term, he was named a “Fighter for Free Enterprise” by the Texas Association of Business for his work on pro-business issues, and was honored by the Texas State Rifle Association for legislation implementing a firearms safety program in public schools. During the 78th Legislature and the following Special Sessions, King authored the congressional redistricting legislation. King was also recognized as “Legislator of the Year” by the Texas Association of Builders for his work on HB 730. This bill was designed to reduce litigation costs for homebuilders and buyers, and has been utilized as model legislation in other states. In 2005, King was the House sponsor of Senate Bill 5, which modernized Texas’ telecommunications
laws. SB 5 has been hailed nationally for its groundbreaking provisions in opening the cable television market to greater competition, and has also been the subject of wide praise for its impact on technology investment in Texas. For his leadership on SB 5, King was named a “Legislator of the Year” by the American Legislative Exchange Council (ALEC), a bi-partisan organization of over 2,400 state legislators committed to Jeffersonian principles of limited government, free enterprise, federalism, and individual liberty. ALEC adopted the principles of SB 5 as “model legislation” to be considered in other states. A strong voice for faith and families, King has been a driving force in passing key pro-life legislation such as parental notification and parental consent. In 2008, he was given the “Defender of the American Dream” award from Americans for Prosperity. He was named “Outstanding Legislator of the Year” by the Texas Alliance for Life and in 2006 received the “Defender of Life” award from The Justice Foundation. He has also been awarded the “Freedom and Family Award” by Texas Eagle Forum and has been recognized by the Free Market Foundation for his support of pro-family legislation. King serves as a Major in the Texas State Guard, one of three branches of the Military Forces of the
State of Texas. The Guard assists and augments the Texas National Guard and Texas civil authorities during state emergencies and in homeland security. Prior to serving in the legislature, King served as a Captain in the Fort Worth Police Department, an instructor at Dallas Baptist University and a Parker County Justice of the Peace. He received a BA and MBA from Dallas Baptist University and a law degree from Texas Wesleyan University. In 2001, King received the Outstanding Alumni award from Dallas Baptist University, and in 2006, Texas Wesleyan
University awarded King with the Distinguished Alumni award. King is a frequent speaker on
telecommunications and energy policy. Currently, he is a practicing attorney in Weatherford with the firm of Eggleston, Flowers & King. Representative King and his family are active members of Trinity Bible Church. Phil and his wife Terry are the proud parents of six children and one granddaughter and two grandsons.

Jim Marston
Director of the Texas Regional Office, Environmental Defense Fund
Jim Marston is the founding director of the Texas office of Environmental Defense Fund, located in Austin, where he has served since its beginning in 1988. The office includes scientists, attorneys, economists, and policy analysts who address some of the most complex and difficult environmental issues related to climate and air, water, wildlife, oceans, and environmental health. Marston leads Environmental Defense Fund’s efforts on environmental policy in Texas, setting program and policy agenda on issues including air pollution, water quality, and energy. He recently led the successful fight to stop TXU from building a dozen coal plants in Texas and other states, and ultimately negotiated a first-of-its-kind deal with private equity buyers involving more than a dozen commitments on global warming. Marston also holds the position of state climate initiatives director, working in states from the west coast to New England to Florida that are initiating legislation and regulation to reduce the emission of global warming gases. He has worked closely with policymakers in California on the passage of AB32, the first state legislation with a cap on statewide emissions of greenhouse gases. Currently, Marston is president of the Texas League of Conservation Voters, president of the board of directors of the Texas Observer, and chairman of the Central Texas Clean Air Force. He serves on the board of the Texas Environmental Research Consortium and on the TXU Sustainable Energy Advisory Board. He is former chair of the U.S. Good Neighbor Environmental Board, Presidential Advisory Committee, former president of Texas Citizens Action, and former vice-chairman of the Texas Ethics Commission. He has served on the boards of Texas Watch, Texas Rural Legal Aid, Green-e, and numerous other advisory boards for the State of Texas, the City of Austin, electric utilities, and a university.

Brian H. Lloyd
Governor's Advisor - Energy and Utilities, Budget, Planning & Policy, Office of Governor Rick Perry
Brian Lloyd currently serves as an advisor to Governor Rick Perry on energy and utilities policy and budget issues. Prior to this position, he was Special Projects Manager at the Public Utility Commission of Texas where he managed and oversaw the development of new programs areas, assists in the overall management of agency programs and staff, and provides analysis and resources regarding energy market and reliability issues to the executive and legislative branches of the Texas government. Lloyd was also previously a Senior Consultant with J. Pollock, Inc., where he advised industrial and institutional customers on legislative, regulatory, and competitive market issues. Prior to working for J. Pollock, Lloyd held a number of other positions at the PUC, including Director of Retail Market Oversight, Chief Rate Analyst, and Senior Policy Analyst where he lead many of the rulemakings associated with the implementation of retail and wholesale competition in Texas’ electricity markets. Lloyd has also provided testimony before the PUC, FERC, and the Texas Legislature on a variety of issues related to the electricity industry, and was the primary author of various reports to the Texas Legislature regarding the state of competition in the electricity industry. Lloyd grew up in Plano, Texas, has a Masters degree in Economics from the University of Texas at Austin, and a Bachelor’s degree in Economics from Louisiana State University. He lives in Austin with his wife
Melanie and son Josh, and they are expecting the newest addition to their family in December 2008. They are members of Grace Covenant Church in Austin and actively serve in a number of ministries in the Church.

Colin Rowan – Moderator

Colin Rowan has managed communication campaigns for politicians, businesses and the non-profit sector. He has helped position businesses and non-profits as leaders in their field and has overseen communication campaigns ranging from community-focused efforts to million-dollar national launches. In November 2008, Rowan authored Igniting Texas’ New Energy Economy, a whitepaper including interviews with more than 20 state and national experts about the state’s “new energy” potential. Prior to joining I&O Communication, Rowan led national and regional communication efforts for Environmental Defense Fund, a national environmental advocacy group, where he promoted causes including endangered species preservation, air quality, ocean restoration and global warming. In the private sector, he led the technology practice at TateAustin Public Relations, where he served as a vice president.

Dr. B.J. Stanbery
CEO and Founder, HelioVolt
With an illustrious career spanning more than 25 years in the solar industry, HelioVolt Corporation’s CEO and Founder Dr. B.J. Stanbery is an expert in the business and science of photovoltaic materials. Dr. Stanbery won recognition in 2005 for his theoretical model of CIGS, the material that HelioVolt is currently developing for photovoltaic building products. Representing a fundamental accomplishment in ongoing efforts to understand the device physics behind this thin-film material, the Intra-Absorber Junction (IAJ) or Stanbery model, revealed that CIGS’ inherent physical properties make it one of nature’s best solar materials. He founded HelioVolt in 2001 to develop and commercialize his groundbreaking FASST™ process for applying CIGS thin-film photovoltaics directly to conventional construction materials. Renowned for his innovations in the design and manufacture of PV devices, Stanbery steered industry giant Boeing towards that goal, registering seven patents in thin-film PV technology, successfully manufacturing and deploying PV for spacecraft, and in 1990 achieving the world record in multi-junction thin-film cell efficiency, a distinction he still holds to this day.

Pike Powers

A partner since 1978, Pike Powers is Of Counsel in Fulbright & Jaworski L.L.P.'s Austin office. Powers was Executive Assistant to Governor Mark White in 1983 and from 1972 to 1979 represented Jefferson County in the Texas House of Representatives. He has extensive experience in handling complex legal and political issues before state courts and federal courts, as well as federal and state agencies. Powers has been a member of the Board of Directors of the State Bar of Texas and has held various posts as well in the American Bar Association and in the Texas and American Bar Foundations. He is a former chairman of the Board of the Austin Chamber of Commerce. Powers is a member of the Maritime Law Association of the United States, the Federation of Insurance and Corporate Counsel and the National Association of Railroad Trial Counsel. He was named as a "Texas Super Lawyer" in general litigation law in the November 2003 issue of Texas Monthly. Powers received a B.A. in 1962 from Lamar University and a J.D. in 1965 from The University of Texas. He was admitted in 1965 to practice law in Texas.

Paul Hudson
Hudson Public Affairs LLC
Paul Hudson recently departed the Public Utility Commission of Texas having served for five years,
four of those as its Chairman.
During his tenure, across a variety of initiatives, Hudson is proudest that the Public Utility Commission:
• Successfully navigated the agency “Sunset” process;
• Approved the construction of over $9 billion dollars worth of transmission lines, including a $5
billion dollar build-out to serve Competitive Renewable Energy Zones;
• Finalized stranded cost rulings of over $5 billion dollars;
• Adopted a unique and successful set of wholesale electric market rules that included market
power, market design, competitive safeguards, market monitoring and resource
adequacy (including a unique energy only market design) that have led to a current ERCOT
interconnection queue of over 100,000MW of new and diverse generation;
• Also during his tenure, Texas became the national leader in installed wind generation.
Prior to his Public Utility Commission appointment, Hudson served as Director of Policy, Deputy
Director of Policy, and Policy Director for Business/Regulatory Policy in the Office of the Governor. He has also served as Advisor to Commissioner Brett Perlman of the Public Utility Commission of Texas and as a member of the Policy development staff under former PUCT and FERC Chair Pat Wood. Hudson has served on the boards of the Electric Reliability Council of Texas, the Clean Coal Technology Council, the FERC/NARUC Collaborative on Demand Response and is currently serving on the board of the Center for the Commercialization of Electricity Technology. Hudson earned a Bachelor’s degree from the University of Texas and received a Master’s degree from Arizona State University. He lives in Austin, with his wife Shannon, and his two (soon to be three) children.
